In order to create this, we will use Windows PE to create a bootable disk and then copy the flash. WinPE will boot up and open a command window for you at the x: drive. Change to the d: drive and enter dir to see your flash. Enter the following in the command line to flash the FFU file: dism. Windows will automatically activate when connected to the Internet.
Click Select and choose the ISO file you just downloaded. Click OK. This will erase your flash drive and turn it into an IoT installer. Wait for Rufus to complete. Safely eject the flash drive and unplug it from the PC.
